Portugal rushes aid to Madeira after deadly floods

Portugal’s armed forces are sending two ships with helicopters and medical supplies to Madeira island, where floods have killed at least 32 people.

Extra search and rescue teams were expected to arrive on Sunday to help clean up after mudslides and raging floods tore through towns on Saturday.

Officials fear the death toll could rise. Water, power and phones were cut in some areas.

PM Jose Socrates, who is in Madeira, said he would “do everything to help”.

The storms were the worst there since October 1993, when eight people died.

“So far we have confirmed 32 deaths but eventually the number may increase,” regional official Francisco Ramos was quoted as saying by Portuguese newspaper Publico.

Madeira is located about 900km (560miles) from the Portuguese mainland and is popular with foreign tourists.

Officials say the extra emergency teams being sent include 56 military rescuers with search dogs and 36 firefighters.

Portuguese Interior Minister Rui Pereira, who has also flown to the island, said forensic experts would conduct post-mortem examinations to allow funerals to take place soon.

He added: “We are studying the possibility of declaring a state of emergency and then seeking help from the European Union.”

The regional capital, Funchal, among the worst affected areas by Saturday’s floods and mudslides.

Television pictures showed muddy torrents coursing down narrow channels and spilling over the sides, roads awash with water and streets littered with debris.

‘Ghost town’

Trees have been brought down and cars swept away, blocking roads and hampering relief teams. Some bridges and roads have been washed away.

British holidaymaker Cathy Sayers told the news Funchal was like a ghost town. She said the infrastructure had been wrecked.

“The drains just cannot cope with the water that’s coming down from the mountains – they are just overfilled with sludge.”

There had not really been any warning that it would be quite so bad, she said.

“I think everyone is extremely shocked that this has happened at this time of year,” she said.

The president of the regional government, Joao Jardim, said outdoor markets would be encouraged to reopen.

“We don’t know how much it will affect the tourism, but there is no point in dramatising the situation too much,” he said.

Local media say the authorities’ main concern now is for residents of Nuns valley – an isolated mountainous region that rescue workers have been unable to reach.

The Weather Center says the severe weather was due a low pressure system, and that while Madeira can expect further rain with heavy downpours on Sunday, there is no danger of a repeat of the flash floods.

Josh Muszynski: ‘I thought someone had bought Europe’

A man in the United States popped out to his local petrol station to buy a pack of cigarettes – only to find his card charged $23,148,855,308,184,500.

That is $23 quadrillion (£14 quadrillion) – many times the US national debt.

“I thought somebody had bought Europe with my credit card,” said Josh Muszynski, from New Hampshire.

He says his appeals to his bank first met with little understanding, though it eventually corrected the error.

It also waived the usual $15 overdraft fee.

“It was all back to normal,” Mr Muszynski told his local television station, WMUR. “They reversed the negative balance fee, which was nice.”

Debt crisis

His nightmare began when he checked his online bank account a few hours after buying the cigarettes.

He thought he would be a couple of hundred dollars in the black. But his overdraft had pushed him into the red – by an amount equivalent to many times the entire US national debt.

“It is a lot of money in the negative,” he said. “Something I could never, ever, afford to pay back.

“My children could not afford it, grandchildren, nothing like that.”

In panic, Mr Muszynski rushed back to the petrol station, but they were unable to help. He says he then spent two hours on the phone with the Bank of America.

Eventually, it assured him it would be fixed – and the next morning, it had been.

But no-one has yet explained to Mr Muszynski how such a astonishing error could have been made.

At least 40 people have been killed in an Israeli air strike on a United Nations-run school in the Gaza Strip, Palestinian medical sources have said.

A number of children were among those who died when the al-Fakhura school in the Jabaliya refugee camp took a direct hit, doctors at nearby hospitals said.

People inside had been taking refuge from the Israeli ground offensive.

Earlier, the International Committee of the Red Cross (ICRC) warned of a “full-blown humanitarian crisis” in Gaza.

Speaking on the 11th day of the Israeli assault, a senior ICRC official, Pierre Kraehenbuhl, said life in Gaza had become intolerable.

Palestinian medical sources say up to 600 people have been killed since the attacks began, and Mr Kraehenbuhl said much more needed to be done to protect civilians.

At least 70 Palestinians were killed on Tuesday, while five Israeli soldiers were killed.

One soldier was killed in an exchange of fire with militants in Gaza City, while four others were killed by shellfire from their own tanks earlier in the day, Israeli military officials said.

‘Horrific’

Witnesses said at least one Israeli missile had struck the al-Fakhura school on Tuesday afternoon, causing a large explosion and spraying shrapnel on people both inside and outside the building.

Hundreds of people had sought refuge inside the UN-run school in effort to escape the fighting between Israeli soldiers and militants on the outskirts of the refugee camp, to the east of Gaza City.

Television footage showed bodies scattered on the ground amid pools of blood.

Casualties were taken to two hospitals. Doctors at the Kamal Adwan hospital in Beit Lahiya said 30 people had died there. A further 10 people died at the al-Shifa hospital in Gaza City, doctors said.

The number of casualties is expected to rise.

The Israeli military has not yet commented on the incident, but it has in the past accused militants of using schools, mosques and residential areas for cover.

This is the second Israeli air strike on a UN-run school in a day. Earlier, at least three Palestinians were killed when a school was hit in the Bureij camp, UN officials said.

After the first attack, the director of the UN aid agency Unrwa, John Ging, said the conditions in Gaza were “horrific”.

“Nowhere is safe for civilians here in Gaza at the moment. They are fleeing their homes and they are right to do it when you look at the casualty numbers.”

“It’s very, very dangerous, and even the 14,000 who have sought refuge in our schools and shelters, they are not safe either.”

Mr Ging said international leaders had a responsibility to act to protect civilians.

“You cannot conduct huge military operations in such densely-populated places without killing hundreds and injuring thousands of civilians,” he added.

Information about what is happening inside Gaza is limited as Israel has barred foreign reporters from entering.

A bus carrying Russian visitors has plunged into a ravine in southern Israel, killing at least 24 people, rescue workers say.

More than 50 passengers were on the bus when it came off a desert road and rolled down a steep slope near the Red Sea resort of Eilat.

Several of those hurt were said to be in a serious condition.

The group had only just arrived and were being transported to Eilat from Ovda airport in the Negev desert.

The group had come from the Russian city of St Petersburg. Local media reports said they were travel agents from the city on a trip to survey the Red Sea resort.

Dozens of rescue workers, ambulances and several air force helicopters rushed to the site to evacuate the injured.

Television footage showed the blue bus on its side at the bottom of the ravine.

Several of the passengers were thrown from the bus as it rolled down the slope, an eyewitness said. Luggage and wreckage lay strewn across the slope.

Some of the casualties were taken to hospital in Eilat, where medical personnel attending a conference were drafted in to help out. Others were flown to the town of Beersheba, a police spokesman said.

Six injured people who were trapped in the bus were rescued, an Israeli military officer said.

“They were saved because they were trapped in their seats,” the Associated Press news agency quoted the unidentified officer as saying.

The Russian embassy in Tel Aviv said it had sent a representative to the scene of the accident.

‘Overtook’

It is being seen as a tragic accident rather than any kind of attack.

The road where the accident happened links Eilat, a popular holiday destination, with Ovda airport, some 50km (30 miles) away.

It crosses mountainous terrain and involves a series of hair-pin bends.

The driver of another bus said that the vehicle overtook him in a no-passing zone and then crashed through a guard rail, the Associated Press news agency reported.

A taxi driver who saw the accident gave a similar account to Israeli public radio.

“The driver of the bus tried to overtake another bus in a hair-pin curve and lost control of his vehicle,” he said.

India police kill ‘two militants’

Police in the Indian capital Delhi say they have killed two suspected militants in a shoot-out, days after a series of bomb blasts in the city.

A senior official said two policemen were injured in the clash with militants around a house in the Muslim dominated Jamia Nagar area.

There was a “fierce exchange” of gunfire around the house, eyewitnesses told the news.

At least 20 people died in a series of blasts in the city last week.

Television news channels showed an ambulance taking away a bloodied person from the crowded Jamia Nagar area after the gun battle ended.

Witnesses told the BBC that a large contingent of policemen surrounded a four-storey home where the suspected militants were supposed to be hiding.

“The police were firing at the fourth and top storey of the building. A lot of people had gathered around the building,” one eyewitness said.

On Wednesday, Delhi police issued sketches of three men who they believe were involved in the bomb attacks that hit the city on Saturday.

About 90 people were injured when the five devices went off in busy shopping areas within minutes of each other.

An e-mail purportedly from a group calling itself the “Indian Mujahideen” claimed it carried out the attacks.

A car bomb and rocket attack on the US embassy in Yemen has killed at least 16 people, including civilians and Yemeni security guards, Yemen officials said.

The bomb targeted the main security gate as staff were arriving for work.

An exchange of heavy fire followed between embassy security guards and militants, who eyewitnesses said were dressed as policemen.

The White House said the attack was a reminder of continuing threats from “extremists both at home and abroad”.

White House spokesman Gordon Johndroe added: “We will continue to work with the government of Yemen to increase our counter-terrorism activities to prevent more attacks from taking place.”

Security sources said six members of the Yemeni security forces, six attackers, and four bystanders were killed in the attack, which occurred in the capital, Sanaa, at about 0830 (0530 GMT).

“We heard the sounds of a heavy gunbattle going on,” he told CNN television.

“I looked out of my window and we saw the first explosion going off, a massive fireball very close to the US embassy.”

The new attack is the second on the embassy in the past six months.

A group calling itself the Islamic Jihad in Yemen said it carried out the attack, and threatened to target other foreign missions in the region unless its jailed members were released.

The authenticity of the claim could not be immediately verified.

Earlier this year, the US ordered the evacuation of non-essential personnel from Yemen after mortar bombs were fired towards the embassy. They missed but hit a nearby school.

Yemen, the ancestral home of Osama Bin Laden, has long been a haven for Islamist militants.

In 2000, 17 US sailors were killed when suicide bombers with alleged links to al-Qaeda blew themselves up on an inflatable raft next to the USS Cole in the Yemeni port of Aden.

The government of Yemen, which backs America’s “war on terror”, has often blamed al-Qaeda for attacks on Western targets in the country.

US special forces have been helping the government fight the Islamist militants.

But analysts say there has been only limited success in restraining the militant groups.

Yemen is a desperately poor corner of the Middle East and, like Afghanistan, there is rugged mountainous terrain, with a vast supply of weapons.

The British Antarctic Survey is looking for a plumber at Bird Island research station off South Georgia.

While there will be no call-out charge, frozen pipes and maintaining heating in temperatures of -20C will certainly keep the successful applicant busy.

The £22,340 salary may be low by UK standards, but accommodation is provided and living costs are next to nothing, the Survey says.

In addition they will “enjoy stunning scenery…no junk mail or television”.

“Experience of ducted ventilation systems, conventional radiator central heating and low-pressure oil-fired boilers would be a significant advantage,” it says.

According to Athena Dinar of the British Antarctic Survey – which is also looking for an electrician – the post would suit someone with a love of adventure and ready for “an opportunity of a lifetime”.

“This role is for 18 months, so it would suit somebody single or who has a very understanding partner,” she added.

Unloading cargo

Staff at Bird Island take turns cooking and making bread, so culinary skills would also be an advantage.

Hours can be long, especially if a ship comes in, when you could be spending 12 hours unloading cargo.

However, the philosophy is “work hard, play hard”.

Pastimes can include walking, skiing, snowboarding and learning languages.

Bird Island is the smallest of five BAS research stations. It lies 500 meters off the north-west tip of South Georgia in the South Atlantic.

It is approximately 1000km south east of the Falkland Islands and is accessible only by boat or helicopter.

During the southern hemisphere’s summer months it is home to a staff of 10, including scientists researching the island’s seals, penguins and albatross.

The deadline for applications is Friday.

Shots have been fired at the motorcade of Pakistani Prime Minister Yousuf Raza Gilani, although it is not clear if he was in the convoy at the time.

Two bullets from an unidentified gunman hit the PM’s car as he was traveling from Islamabad airport into the city, his press secretary told.

But security officials say the car was on its way to collect Mr Gilani.

Mr Gilani’s government is grappling with a growing threat from militants in the country.

It is not clear who fired the shots but Islamist militants based in Pakistan’s border regions have threatened to kill various government ministers, and have carried out deadly suicide bombings against army and government targets.

The incident represents a major lapse in security. In December former Prime Minister Benazir Bhutto was killed at an election rally in Rawalpindi.

“I can confirm the prime minister’s convoy was fired upon while returning from [Islamabad] airport,” his press secretary Zahid Bashir told.

“The prime minister was coming back from Lahore. The firing took place on the Islamabad highway. At this point, we believe the firing was from a small hill on the roadside.”

A statement issued by the prime minister’s office said: “Of the multiple sniper shots fired on the prime minister’s vehicle, two hit the window on the driver’s side.

“However, because of the robust and comprehensive security measures, the prime minister and all the members of his motorcade remained unharmed.”

Television pictures showed the shattered glass of the driver’s door.

Officials say another car in the convoy was also hit by several bullets. There are no reports of injuries.

However, there was confusion when the interior ministry gave a different account of the incident, saying that Mr Gilani was not in the car at the time of the attack.

The government information minister, Sherry Rehman, supported that account: “The convoy was going to receive the prime minister,” she told state TV. “Those who had designs, have failed.”

Mr Gilani had been in Lahore to canvass support for Asif Zardari, Ms Bhutto’s widower, ahead of presidential elections on Saturday.

Ms Bhutto had been favorite to win Pakistan’s general elections and become prime minister for a third time before she was killed on 27 December. The elections were subsequently postponed until February.

Her Pakistan People’s Party (PPP) emerged as the winners and formed a coalition with the PML-N party of another former Prime Minister, Nawaz Sharif. Mr Gilani, himself a senior PPP member, became prime minister

The coalition broke up amid political acrimony late last month.

Confident

One of the biggest challenges facing Mr Gilani’s government comes from Islamist militants who control large areas along the border with Afghanistan.

The army has been engaged in a major operation in recent weeks in the district of Bajaur which is estimated to have displaced up to 300,000 local people.

This week the government said the Bajaur operation would be suspended during the holy month of Ramadan.

Last year militants grew increasingly confident and carried out a series of attacks in Islamabad and Rawalpindi, the country’s main garrison town.

And last month a double suicide attack at a munitions factory in the town of Wah in Punjab province left nearly 70 people dead.

The loose alliance of militants that calls itself the Pakistan Taleban claimed responsibility for the Wah incident, the heaviest attack on a military installation by a militant group in the country’s history.

Mr Gilani’s PPP and Mr Sharif’s PML-N have spent much of their time since February arguing over issues such as the power of the presidency and the reinstatement of judges sacked by former President Pervez Musharraf.

During that time the economy has taken a further battering, with the Pakistani rupee falling to an all-time low, while food and fuel prices have risen sharply.

They call Montana “Big Sky Country” or “The Last Best Place” – and it is easy to see why with its wide open spaces, majestic mountains and meandering rivers.

But there is a far less wholesome side to this wilderness, a problem more associated with grim urban despair – drugs.

And one drug in particular – Methamphetamine.

Also known as crystal meth, the stimulant is more addictive than heroin or crack cocaine.

It is also relatively easy to get hold of the basic ingredients, including drain cleaner and cold medicines, although more dangerous to mix them.

That said, Montana’s wide open spaces have provided the perfect cover for makeshift meth labs, which are used to make the deadly cocktail.

Until recently, the north-western state was ranked among the top five in the US with the worst meth problem.

Fifty percent of the children in foster care in Montana were there because of meth, while 50% of the prison population was there because of meth-related crime.

‘Life-destroying’

It was a drug destroying lives, like that of Gerri Gardiner, whose daughter Angela starting using meth in school as many of those who eventually get hooked do.

Addicts talk of the initial highs, the burst of energy, the loss of weight. But for Angela it ended with depression and despair and her eventual suicide.

About a year later, Gerri’s grieving father took his own life too.

“The day that meth walked into our house was the day our life took a spiral,” she says.

We also met Katrina, who started taking meth when she was 11 years old – and carried on until she was 20. She got the habit from her mother.

“I did it all the time… I liked everything about it,” she says. “I didn’t have time for my boyfriend or my daughter.”

Now she says: “I think it’s retarded – I wish I had never done it.”

‘Un-selling meth’

Katrina managed with help to break the hold of the drugs. Many others have failed.

But fortunately for Montana, there was a rich part-time rancher in their midst. The good, among the bad and the ugly.

Tom Siebel made his millions in the computer software industry and he approached the scourge of meth as if it were any other business.

“We took an unusual approach,” he said when we went to meet him at his holiday home.

“We viewed it as a consumer product, researched it as a consumer product and marketed it… or un-marketed it as a consumer product.”

Mr Siebel says the task of “un-selling” meth was particularly easy because it is so nasty – “pure evil” in his words.

He then used his money to set up the Montana Meth Project.

Shock tactics

The project came up with a “shock campaign” – a series of hard hitting adverts and posters that graphically portrayed the costs of taking meth.

If you live in Montana, the chances are that you have almost certainly seen or heard the ads… ending with the slogan: ‘Meth – not even once.’

He brought in Hollywood directors to produce the ads, which were shown on prime-time television.

They illustrate all too well the breakdown in family relationships caused by meth, and the physical decay for those who use it – the dramatic weight loss and the scabs on the skin.

If you live in Montana, the chances are that you have almost certainly seen or heard the ads on television or radio, ending with the slogan: “Meth – not even once.”

Two years on, the posters are still on prime billboard spots around the state.

The campaign has been a remarkable success.

In just two years, meth abuse in Montana has nearly halved.

Teenage meth use is down by 45% and adult use down by 75%. The state that once had the 5th biggest meth problem in the US is now ranked 39th.

More than that, about a dozen other states are now in the process of following Montana’s lead.

Montana still has a problem – but one that it is now rooting out and something that will no longer overshadow its image as “The Last Best Place”.

Examination of the wreckage began the morning after the crash

Accident investigators have begun examining the wreckage of a plane that crashed at Madrid’s Barajas airport, leaving 153 passengers dead.

They will also start to analyze the flight data and voice recorders, which have both been recovered.

Three days of official mourning have been declared in Madrid, as relatives arrive at a makeshift mortuary in the capital to identify bodies.

Nineteen people survived the crash and several are critically hurt.

Of the 19 survivors of Spanair flight JK 5022, four are listed as being in a “very serious” condition, with another six only slightly better, Spain’s El Pais newspaper reported on Thursday. Eight remain under observation with one only slightly injured, the newspaper said.

Spanish Prime Minister Jose Luis Rodriguez Zapatero is expected to visit the injured in Madrid’s hospitals, while King Juan Carlos will visit Barajas airport.

The king is also likely to visit anxious families waiting for the grim confirmation that their loved-ones are among the dead.

Experts at a temporary mortuary near the airport say work to identify the dead is likely to be slow and painstaking, as many of the bodies were badly burned in Wednesday’s inferno.

“The worst is the identification of the bodies,” Red Cross spokesman Jesus Lopes Santana told the El Mundo newspaper.

“It is the end of all hope and when we see the worst scenes, because the majority of the relatives break down when they hear the news.”

The Spanair flight, bound for Las Palmas in the Canary Islands, took off on Wednesday lunchtime with 172 people on board, among them 10 crew.

Initial reports suggested that a fire had broken out in one of the MD82 plane’s engines during or shortly after take-off, and the plane ended up in a field.

Spanish Transport Minister Magdalena Alvarez said the plane had earlier begun taxiing to the runway, before turning back because of a technical problem, which had caused an hour’s delay in the take-off.

Spanish media said the pilot had reported a fault with a temperature gauge, but it was thought to have been fixed.

Speaking on Thursday, Ms Alvarez said a thorough investigation would be carried out, with a full examination of the flight recorders and available pictures, but that it was very early to draw conclusions about the crash.

A special independent commission has been established to probe the cause of the crash, Spanish media reported.

Spanair has released the official passenger manifest, confirming reports that 20 children and two babies were on board the plane.

Among those who survived were three children, aged six, eight and 11, reports said. At least one of the 19 survivors has yet to be identified.

Overnight a long convoy of black hearses rolled out of the airport grounds to carry bodies to the makeshift mortuary, where the victims’ relatives had gathered, some of whom had traveled from the Canary Islands.

The convention center on the outskirts of the capital was also used as a mortuary after the Madrid train bombings four years ago.

Many of the relatives have expressed anger and disgust at Spanair, blaming it for the accident.

He says the injured include a young brother and sister, who immediately asked rescue workers about their parents.

Spanish ministers said foul play had been ruled out and the crash was considered to be an accident.

The 15-year-old plane had passed a safety inspection in January, said Sergio Allard, a spokesman for Spanair, which is owned by Scandinavian firm SAS.

Spanish media said some German, Swedish, Chilean and Colombian nationals had been among the passengers.

Speaking at the airport, he said that “the government is overwhelmed, very affected, as are all Spanish citizens, by this tragedy”.

Television images on Wednesday showed plumes of smoke rising over the field in which the remains of the plane were resting.

Emergency services chief Ervigio Corral said that rescue workers had been faced with “a desolate scene”.

“You couldn’t distinguish that there was an aircraft there apart from the remains of the tail,” he said. “There was nothing of fuselage.”

Another rescue worker, Pablo Albella, told AP news agency: “The fuselage is destroyed. The plane burned. I have seen a kilometer of charred land and few whole pieces of the fuselage. It is all destruction.”

Messages of sympathy have been sent to Spain by leaders around the world.

The presidents of Russia, France and Italy, Germany’s chancellor and Britain’s queen joined with Latin American leaders in sending their condolences.

It was the deadliest air accident in Spain since a Colombian airline’s Boeing 747 crashed in Madrid in 1983 killing 181 people.
