Rice criticises ‘isolated’ Russia

Russia is becoming increasingly authoritarian at home and aggressive abroad, US Secretary of State Condoleezza Rice has said.

In a strongly-worded speech, Ms Rice said Moscow was on a “one-way path to isolation and irrelevance”.

Diplomatic relations between the US and Russia have been strained by the recent conflict in Georgia.

Earlier, Russia’s president said the two nations should not risk established ties over “trivial matters.”

Dmitry Medvedev said it would be “politically short-sighted” if Washington and Moscow were to endanger their political and economic ties.

However, Ms Rice suggested in her speech that following the conflict in Georgia, Russia’s bid to join the World Trade Organization had been put in doubt.

The US has already shelved a civilian nuclear deal with Russia, but despite tensions the two countries are maintaining diplomatic links.

Ms Rice held a telephone conversation with Russian Foreign Minister Sergei Lavrov just hours before delivering her speech, and Russia is also due to join an international meeting on Iran’s nuclear program on Friday.

Our correspondent says Moscow is also telling the US that its co-operation is needed over issues like Iran and North Korea, with many in Washington feeling the Russians have a point.

Several hours after Ms Rice spoke, it emerged that a Russian submarine test-fired an intercontinental ballistic missile capable of carrying nuclear warheads.

An official from Russia’s defence ministry is quoted as saying that the test – carried out in Russia’s far-eastern Kamchatka peninsula – went according to plan.

‘Deeply disconcerting’

Speaking at an event organized by the German Marshall Fund in Washington, Ms Rice acknowledged that Georgia had fired the first shots in the breakaway region of South Ossetia.

“The Georgian government launched a major military operation into Tskhinvali [the capital of South Ossetia] and other areas of that separatist region,” she said.

“Regrettably, several Russian peacekeepers were killed in the fighting,” she added.

But Ms Rice said that Russia had escalated the conflict.

“Russia’s leaders violated Georgia’s sovereignty and territorial integrity and launched a full-scale invasion across an internationally recognized border,” she said, adding that Russia had also violated the terms of a ceasefire negotiated by French President Nicolas Sarkozy.

Ms Rice said it had been “deeply disconcerting” that Russia had tried to “dismember” Georgia by recognizing Abkhazia and South Ossetia, and argued that Russia’s actions were part of what she described as a “worsening pattern of behavior”.

“I refer… to Russia’s intimidation of its sovereign neighbours, its use of oil and gas as a political weapon… its threat to target peaceful neighbours with nuclear weapons… and its persecution – or worse – of Russian journalists and dissidents,” she added.

Pledging help to rebuild Georgia, Ms Rice said the US and Europe would not let Russia benefit from aggression.

Ms Rice admitted that Georgia could have responded better to the events last month in South Ossetia.

“We warned our Georgian friends that Russia was baiting them, and that taking this bait would only play into Moscow’s hands,” she said.

However Ms Rice, an expert on the Soviet Union, also said that Russia could not blame its behavior on the enlargement of Nato.

“Since the end of the Cold War, we and our allies have worked to transform Nato… into a means for nurturing the growth of a Europe whole, free and at peace.”

The promise of Nato membership had been a positive incentive for states to build democratic institutions and reform their economies, she added.

And she insisted that Russia would not be allowed to dictate who joined the Nato alliance.

“We will not allow Russia to wield a veto over the future of our Euro-Atlantic community – neither what states we offer membership, nor the choice of those states to accept it,” she said

“We have made this particularly clear to our friends in Ukraine.”

The secretary of state was also critical of the domestic situation inside Russia.

“What has become clear is that the legitimate goal of rebuilding Russia has taken a dark turn – with the rollback of personal freedoms, the arbitrary enforcement of the law [and] the pervasive corruption at various levels of Russian society,” she said.

Russia’s leaders were risking the future progress of the Russian people, she said, declaring that Russia’s leaders “are putting Russia on a one-way path to self-imposed isolation and international irrelevance”.

Getting to the bottom of the shadowy depths of Kremlin decision-making is tricky. Machiavellian power struggles, dark paranoia of security chiefs and long fingers of corruption can turn seemingly rational and transparent explanations inside out.

But even public signals are instructive, and in the wake of the Georgia crisis, Russia’s leadership is taking stock and has several messages for the West.

The first key question about Russia is – who is really in charge?

The standard answer is President Medvedev as Commander in Chief. He, and only he, ordered Russian troops across the border to hit back when Georgia attacked on South Ossetia.

But presidential power is now the tip of an iceberg. What murky currents swirl beneath the surface is less clear.

Dmitry Medvedev says he was caught unawares and admits his relative inexperience.

“I was on holiday on the Volga when the defence minister called,” he said at a conference of the so-called ‘Valdai Club’ of foreign academics and journalists who specialize in Russia.

“I’ll never forget that night, knowing the consequences there would be when I gave the order to return fire… especially when I’d only been president for 95 days,” he said.

But what about Russia’s ex-president, now his prime minister, who was also at the conference?

“However much authority I have, whoever I may be talking to, none of the troops or tanks would have moved an inch until President Medvedev’s order,” was Vladimir Putin’s attempt to deny his own importance when we asked about his role, thereby indicating that his clout and involvement were considerable.

What is more, at the outset of the crisis, when Mr Putin was in Beijing for the opening of the Olympic Games, he was already thinking about Russia moving swiftly to recognize the two enclaves at the heart of the crisis.

He had taken the time, he told us, to inform the Chinese leadership that Russia would understand if Beijing chose not to react.

Double act

It begs the question – who is really driving policy, the president or the prime minister?

The choreography and timing of our audiences with both were instructive.

A pair of three-hour meetings, two elegant luncheon settings, two declarative statements for Russian TV cameras at the start, and even two carefully informal blue suits with matching ties.

All to signal, perhaps, that their status is equal – a dual leadership exercising power in tandem.

Indeed one senior government official made a point of emphasizing the duality, constantly referring to them in the same breath.

Policy decisions had to be cleared with both, he said. And what was wrong with that? A double act surely strengthened, not muddled governance, requiring a green light from two instead of one.

We met Mr Putin first. Almost the entire discussion was devoted to foreign policy.

He was burning to give his point of view. He seemed supremely confident, engaged and in charge. His anger at the way he felt Russia had been treated in recent years blazed through, as though it was his own personal animosity which is now firing and fuelling current policy.

It was hard to remember he was no longer president.

Economic policy, supposedly at the heart of his new job as prime minister, came up sporadically and he admitted he is still mastering his new brief.

When he did comment directly on Dmitry Medvedev, the impression he left was curious.

Mr Putin seemed to want to play up the differences between them, as though suggesting a “good cop, bad cop” routine.

He described himself as “conservative” and with an uncharacteristic flash of self-deprecation admitted his penchant for blunt speaking was sometimes a liability.

Whereas he described Dmitry Medvedev as bright, young and highly educated, with modern and – he stressed this twice – liberal views.

“He’s a good lad,” said Mr Putin a touch condescendingly, as though recommending his young protege to a would-be employer for a new job.

The aim, it seemed, was to send a signal to the West that Dmitry Medvedev is indeed more flexible and reformist than Putin himself – and was forced to act tough because the crisis left him no option.

Moral high ground

So the US and its allies should understand they had made a big mistake by allowing this conflict to happen – and they would make an even bigger mistake unless they made the compromises Russia now wants.

When we met Dmitry Medvedev he underscored the point.

“I never thought I’d need to use harsh rhetoric when I began this job. But there are some moments as president when you are left with no choice,” he said.

“I very much don’t want the Caucasus crisis to destroy Russian co-operation with Europe and the United States,” he elaborated, and suggested he felt frustrated at his new role of “President of War”.

“A whole month has been lost on this war… I’d rather have been doing other things,” he said. “Yesterday when I met the defence and finance ministers, instead of talking about car and tractor production, we had to discuss where to deploy the Russian army. Priorities have had to change.”

So what, then, at this juncture does Russia want from the West?

The first message is that the Russian government is in no mood to compromise.

It insists it occupies the moral high ground in this crisis and sees no reason to give way.

This was tantamount to Russia’s 9/11, President Dmitry Medvedev declared to us, a defining moment in national policy and in relations with the outside world.

That conviction was echoed from top to bottom in our discussions with government officials, mainstream academics and journalists, all of them insisting Russia had no choice but to respond militarily and take South Ossetia and Abkhazia under its wing.

Any suspicion that Russia cunningly laid a trap that Georgia rashly walked into was dismissed as an outrageous lie.

The idea that by deploying troops deep inside Georgia and unilaterally recognising the two disputed enclaves’ independence Russia had gone too far was rejected out of hand.

The suggestion that by invading Georgian territory, and asserting its right to redraw the map, Russia made itself look like a bully, was also thrown out.

Instead President Saakashvili was blamed for triggering the conflict.

The United States had nudged him into it and rashly armed and trained his men while Europeans had looked the other way.

Any Western criticism to the contrary was hypocritical, given interventions in Kosovo and Iraq, and yet another example of anti-Russian hysteria and unfair stereotyping, based on prejudices left over from the Cold War.

Curiously both Mr Putin and President Medvedev were carefully respectful when it came to President Bush.

“He’s a good politician, I think I have a better opinion of George than most Americans,” said Mr Putin, at the same time complaining that he had twice tried to get the US president to intervene.

Instead it was Vice-President Cheney and the US Secretary of State Condoleezza Rice, with their Soviet expertise, who were targeted as villains, suspected of fueling anti-Russian sentiment in the US administration and egging Georgia on.

“We need to get rid of stereotypes. The US president has too many Sovietologists in his entourage,” observed Dmitry Medvedev caustically.

The second message that came through clearly was that Russia’s “red line” – any move to extend Nato to Russia’s borders by seeking to incorporate Georgia or Ukraine – still stands.

What Russia really wants is a new discussion on European security arrangements to replace Nato with something else entirely.

But short of that, attempts by the United States or Nato to rearm Georgia or to extend formal invitations to either Georgia or Ukraine to join the alliance seem likely to prompt a furious Russian response.

“Russia has zones that are part of its interests. For the West to deny it is pointless and even dangerous,” said President Medvedev.

“It’s unjust, it’s humiliating, and we’ve had enough. It’s something we are no longer prepared to endure,” he said. “You have a very clear choice here. Let there be no doubt about it.”

What exactly Russia would do to try to prevent this further Nato enlargement was left unclear.

“We’ll do all we can to make sure it doesn’t happen,” said Mr Putin carefully, talking about Ukraine.

Although on Georgia he noted Russian tanks had been within 15 kilometres of Tbilisi and could have taken the capital in four hours.

Economic concerns

So the hints of a threat, but not exactly – and that is interesting. Because the third message that came through was that Russia would like to think a major East-West confrontation can still be avoided.

There may well be powerful forces in Russia’s military and security elite, ultra nationalists who would like to see their country retreat from global integration and rely once more on internal resources – economic and military – as in Soviet days, to reclaim influence geographically and show the outside world Russia’s might can no longer be ignored.

But diplomatic and economic isolation does not seem to be what the Kremlin leadership currently wants to embrace.

The haste with which both Mr Putin and Mr Medvedev shrugged off the notion that Russia might have to pay a price for this crisis was telling.

They denied that the loss of nearly 50% of Russia’s stock market value from its all time high in May had much to do with the Georgia crisis.

A far more likely cause, they argued – with some justification, given what is happening on Wall Street – was the impact of global financial instability.

In comparison to many other countries, they insisted, Russia’s economy was in good shape – signs of capital flight were temporary. Foreign investors would be back. Russia’s energy resources were needed by everyone and it had weathered economic storms before.

The fact only Nicaragua had joined Russia in recognising Abkhazia and South Ossetia was also dismissed as unimportant, even if the glaring lack of overt diplomatic support for Russia’s actions appears to be a sensitive point.

When the leader of South Ossetia told us he intended to follow up independence by amalgamating his tiny republic with North Ossetia and becoming part of the Russian Federation, he was hurriedly slapped down. Within hours he had issued a retraction.

Outright annexation by Russia of what is, after all, legally speaking Georgian territory is an accusation Moscow seems anxious to avoid.

Yes, Russia wants to claim that the ball is now firmly in the court of the US and its allies – that it is up to them, not Russia, to decide how this geopolitical crisis plays out.

But behind all the moral outrage, I felt there was also a nervousness, a worry that if Russia’s bluff is called and further tensions with the West ensue, it might force a stand-off from which neither side could back down.

“There is a chill in the air and a loss of trust,” said Dmitry Medvedev, “but I don’t think this is a corner turn that will lead to a long confrontation. This is not what we want. And it’s not what you want either.”

Prime Minister Vladimir Putin has made an impassioned defence of Russia’s military intervention in Georgia’s breakaway region of South Ossetia.

Mr Putin accused the Western press of an “immoral and dishonest account of what happened”.

He said Russia had had no choice but to intervene following what he alleged was Georgian aggression.

And he went on to dismiss out of hand European criticism of Russian force as “disproportionate”.

“What did you want us to do? Wave our penknives in the air and wipe the bloody snot off our noses?” he asked, adding: “When an aggressor comes into your territory, you need to punch him in the face – an aggressor needs to punished.”

He added that Russian tanks had, after all, only been 15km from Tbilisi and could easily have taken the Georgian capital and ousted President Mikhail Saakashvilli if they had wanted to.

Mr Putin also accused the US of behaving like the Roman Empire by believing it could pursue its own interests and extending its influence to the Caucasus without regard for Russia’s point of view.

“God forbid that we should tread on US toes in its backyard,” he said, expressing frustration that the United States seemed to think it was alright to arm Georgia on Russia’s border – a move which he repeatedly argued had provoked Georgia to take up military action.

‘Anti-Russian hysteria’

On wider relations with the West, he insisted that current tensions did not amount to the start of a new Cold War, and dismissed arguments that Russia might suffer diplomatic or economic isolation because of the crisis.

But he also said Russia was prepared to work with Western partners and wanted a constructive relationship with the European Union but only if what he called “realities” were taken into account.

Russia, said the prime minister, should be treated as an equal partner and all sides agree on new common rules of behavior based on international law.

“The problem is not with us,” Mr Putin said, “it lies with political groups in the West who use old phobias to whip up anti-Russian hysteria.”

However, he warned that tensions between Russia and the EU may well worsen if, as expected, US missiles are deployed in Poland as part of the controversial missile shield.

He said he expected that to be the moment that Russia would reposition its missiles to point at European targets.

“Why have you placed missiles under our nose?” he said, and warned it would ratchet up an extra notch the nuclear arms race in Europe.

UK relations

Mr Putin also indicated that relations with Britain were unlikely to improve while Russian emigres remained in the UK despite Russia’s requests to extradite them to stand trial – an apparent reference to the Russian business tycoon Boris Berezovsky and the former Chechen spokesman, Ahmed Zakayev.

“Why do you allow UK territory to be used a launching pad to fight Russia?” he asked.”Imagine if we gave sanctuary to armed members of the IRA – that’s why its not possible to build normal relations with Britain,” he said.

Mr Putin also threw new light on the crisis in South Ossetia.

On 8 August, when he was in Beijing for the start of the Olympic Games, he had spoken to US President George W Bush soon after hearing of the attack by Georgian troops on the South Ossetian capital – but the United States had failed to intervene.

In Beijing, he had already raised the question of Russia recognizing Abkhazia and South Ossetia as independent territories with the Chinese government, and told them Russia did not expect Chinese support.

This is an interesting comment that suggests Russia was already planning to recognise the two enclaves from very early on in the crisis.

Russia has conditionally agreed to remove its forces from Georgian land – excluding Abkhazia and South Ossetia – by the second week of October.

Russian President Dmitry Medvedev said the pull-out would happen once 200 EU monitors deployed to South Ossetia.

Speaking after meeting French President Nicolas Sarkozy, Mr Medvedev said the withdrawal was dependent on guarantees that Georgia would not use force again.

But he made no mention of withdrawing troops from South Ossetia or Abkhazia.

And he defended Russia’s controversial decision to recognise the independence of both breakaway regions, saying the move was “irrevocable”.

Criticism of US

Among the measures announced after the Moscow talks, Mr Medvedev said there would be international talks on the conflict, which would take place in Geneva on 15 October.

And Russia agreed to remove a key checkpoint from near the port of Poti within a week.

Again Mr Medvedev made the pledge conditional on Georgia signing a pledge not to use force against Abkhazia.

Afterwards he said the EU delegation had handed him a letter, signed by Georgian President Mikhail Saakashvili, pledging not to use force.

The Russian president confirmed that his troops would pull out “from the zones adjacent to South Ossetia and Abkhazia to the line preceding the start of hostilities”.

“This withdrawal will be implemented within 10 days after the deployment in these zones of international mechanisms, including not less than 200 observers from the European Union, which must take place not later than 1 October 2008,” he said.

But he was uncompromising in his tone towards the Georgian government and the US.

“[Georgia] is trying to reinforce its military capability and some of our partners, especially the United States, are helping them in that.”

‘Fruitful’ talks

The two leaders took part in more than three hours of talks, which also involved the EU foreign policy chief, Javier Solana, and the European Commission head, Jose Manuel Barroso.

Mr Sarkozy, who was pressing Russia to meet the terms of a ceasefire agreement he helped broker on 12 August, described the meeting as “fruitful”.

He said the exact details of the Geneva talks were still under discussion, stressing that the issue of refugees returning to their homes would be at the heart of the meeting.

Russia’s call for international talks on the status of the two breakaway regions – part of the 12 August ceasefire deal – proved highly controversial.

President Saakashvili flatly rejected attempts to throw their status into doubt.

Mr Sarkozy will now fly to Tbilisi and run through the latest deal with Mr Saakashvili.

Russian troops entered Georgia on 7 August after responding to Georgian attempts to reassert its control in South Ossetia.

The two regions have had de facto independence since a civil war in the early 1990s, and Moscow has strongly backed their breakaway governments.

French President Nicolas Sarkozy is due to arrive in Moscow for talks with the Russian President Dmitry Medvedev about the crisis in Georgia.

He is joined by the EU foreign policy chief, Javier Solana, and the European Commission head, Jose Manuel Barroso.

Mr Sarkozy is expected to press Russia to fully implement a peace plan he brokered to end the fighting.

Meanwhile, Georgia has gone to the UN’s highest court over what it claims are Russian human rights abuses.

Judges at the International Court of Justice in the Hague are being asked to impose emergency measures to halt what Georgia says is a campaign of ethnic cleansing by Russia in the breakaway regions of South Ossetia and Abkhazia.

Russian forces remain in South Ossetia and large parts of Georgian territory after it responded heavily to Georgian attempts last month to recapture the separatist region.

Difficult goals

After talks in Moscow, the three senior European figures are due to go on to the Georgian capital, Tblisi, to meet President Mikhail Saakashvili.

Russia says it is honoring the terms of a six-point plan agreed to end the conflict.

However, European nations do not agree.

President Sarkozy wants Russian troops to pull back from their current positions in Georgia – well beyond the boundaries of South Ossetia and Abkhazia.

The European trio is also expected to press the Russians on arrangements for a strengthened international effort to monitor developments on the ground.

Some European leaders have already warned that there can be “no business as usual” with Russia until the peace plan is fully implemented, and the European Union has suspended talks on a new partnership agreement with Moscow.

However, with winter approaching, individual European countries continue to consume Russian oil and gas as usual.

Russia’s recognition of Abkhazia and South Ossetia as independent states, and its continuing failure to implement the agreement to the letter, will have profound consequences for Russian relations with the EU.

It will also make it difficult for President Sarkozy to achieve his goals in Moscow, he says.

YEREVAN, Armenia (AP) — Thousands of Armenians lined the streets of the capital Yerevan Saturday, protesting the Turkish president who drove past in the first ever visit by a Turkish leader. Many held placards demanding justice for massacres that took place nearly 100 years ago.

Abdullah Gul arrived in Armenia to watch a Turkey vs. Armenia football World Cup qualifier game with President Serge Sarkisian that many hope will help the two countries overcome decades of antagonism rooted in Ottoman-era massacres of Armenians.

Gul is the first Turkish leader to set foot in Armenia since the ex-Soviet nation declared independence in 1991. The two neighbors have no diplomatic ties and their border has been closed since 1993.

Historians estimate up to 1.5 million Armenians were killed by Ottoman Turks around the time of World War I, an event widely viewed by genocide scholars as the first genocide of the 20th century. Turkey, however, denies the deaths constituted genocide, saying the toll has been inflated and those killed were victims of civil war and unrest.

Ties have also suffered from Turkey’s opposition to Armenia‘s occupation of the Nagorno-Karabakh region of Azerbaijan, a close Turkish ally.

As Gul left the airport, the presidential motorcade drove along streets lined with thousands of people holding up placards, mostly in English and Armenian, that read: “We want justice,” “Turk admit your guilt,” and “1915 never again.”

Others held up names of places in Turkey from which their ancestors were forced to leave as the Ottoman Empire uprooted Armenian communities between 1915 and 1922.

Little progress is expected on the genocide issue or on Nagorno-Karabakh when Gul meets Sarkisian for talks just before the game — which Turkey is favored to win.

Still, the visit is a sign of a diplomatic thaw.

“I hope that (the visit) will help lift the obstacles that stand in the way of rapprochement between the two peoples and contribute to regional friendship and peace,” Gul said before his departure.

Gul’s decision to accept Armenia’s invitation to the match is linked to Turkey’s desire to carve out a regional peacemaker role amid tensions sparked by Russia’s invasion of neighboring Georgia.

Turkey, a NATO member, has cause for alarm about how Russia’s recognition of the Georgian breakaway regions of South Ossetia and Abkhazia might inspire its own separatist Kurds, or provoke Armenia to boost support for separatists in Nagorno-Karabakh.

In the wake of the Georgia conflict, Turkey proposed a regional grouping for stability in the Caucasus that would include Russia, Georgia, Azerbaijan and Armenia.

“About a month ago, we all saw how conflicts that have remained unresolved threatened regional stability and peace in the Caucasus,” Gul said in reference to the Georgia crisis.

Armenia is the last of Turkey‘s neighbors with whom Ankara has failed to mend ties since the end of the Cold War. Turkey has gradually improved relations with old foes such as Greece, Bulgaria and Syria.

Improved ties with Armenia are likely to help lift strains on Turkey’s relations with other countries that have or plan to formally recognize the massacres as genocide.

In October, a measure that would have declared the Armenian deaths as genocide in the U.S. Congress was stopped after President George W. Bush’s administration warned relations with strategic ally Turkey would be damaged.

On the plane, Gul paid tribute to the Armenian president.

“President Sarkisian was brave in taking the opportunity of inviting me to this game,” he said.

Turkey closed its border with Armenia in 1993 during a war between Armenia and Azerbaijan, a Muslim ally of Ankara, in order to pressure Yerevan into ending the conflict. he move has hurt the economy of tiny, landlocked Armenia.

Armenia’s bitter ties with Azerbaijan and Turkey have resulted in the tiny country being excluded from strategic energy pipelines that connect Azerbaijan to Turkey via Georgia.

Armenians, supported by numerous scholars, claim an organized genocide was carried out in the waning years of the Ottoman Empire and are pushing for the killings to be recognized as among history’s worst atrocities.

Turkey contends the 1.5 million death toll is wildly inflated. It also says the Armenians were killed or displaced in civil unrest during the chaos that surrounded the empire’s collapse.

Turkey has called for the establishment of a committee of scholars to study the WWI events in a bid to improve ties, but Armenia has declined to consider this until relations are forged.

Russia has praised the European Union for taking a “responsible approach” to its conflict with Georgia by declining to impose sanctions on Moscow.

But Dmitry Medvedev, the Russian president, said the EU had failed to understand Moscow’s reasons for moving into Georgia and recognising the separitist regions of South Ossetia and Abkhazia.

“In my view, the outcome is double-edged,” Medvedev said at his summer residence on the Black Sea.

“This is sad, but not fatal because things change in this world. Another situation, in my opinion, is more positive.

“Despite certain divisions among the EU states on the issue, a reasonable, realistic point of view prevailed because some of the states were calling for some mythical sanctions.”

He later said that he does not consider Mikhail Saakashvili to be Georgia’s president, in an interview with a Russian television channel.

“For us, the present Georgian regime has collapsed. President Saakashvili no longer exists in our eyes. He is a political corpse,” Medvedev said.

EU leaders met in Brussels on Monday to discuss Russia and Georgia and threatened to postpone talks with Moscow on a new partnership pact if it did not withdraw its troops to pre-conflict positions in Georgia by mid-September.

The leaders were unable to reach a consensus on the sanctions that some members, including Britain and the Baltic states, had been pushing for, highlighting the bloc’s divisions over how best to deal with its largest energy supplier.

Cheney visit

Ahead of a visit by Dick Cheney, the US vice president, to US allies in the region, a Kremlin aide said he expected Washington would also opt against imposing sanctions.

Cheney, due to leave on Tuesday for Azerbaijan, Georgia and Ukraine, has been an outspoken critic of Russia, saying last month its push into Georgia could “not go unanswered”.

Sergei Prikhodko, chief foreign policy advisor to Medvedev, told reporters:”We hope that a positive agenda in relations with the United States will prevail.”

The statements contained none of the strident remarks made by Kremlin officials in the run-up to the EU summit.

It also appeared designed to signal Moscow’s readiness to take a conciliatory stance with western countries if they also avoid confrontation.

Russia sent its forces against its southern neighbour in a brief war last month after Georgia tried to recapture by force its pro-Moscow, separatist region of South Ossetia.

It has drawn Western condemnation by pushing beyond the disputed area, bombing and deploying troops deep inside Georgia proper and recognising the independence of South Ossetia and Abkhazia.

Russia said it was forced to intervene to prevent what it has called a genocide of the separatist regions by Tbilisi, and says it is honouring a French-brokered ceasefire deal.

The former Soviet republic of Georgia is strategically important to the West because it hosts oil and gas pipelines that bypass Russia.

Russia has taken a series of diplomatic steps in an apparent effort to ease tensions with the West over this month’s conflict in Georgia.

President Dmitry Medvedev told UK Prime Minister Gordon Brown Moscow wanted more monitors from Europe’s security body in Georgia, the Kremlin said.

Separately, Russian and German foreign ministers agreed to seek to calm tensions over the crisis, Moscow said.

The issue is set to dominate the agenda of an EU meeting on Monday.

French Foreign Minister Bernard Kouchner said earlier this week that the bloc was considering sanctions “and many other means” against Russia over the crisis.

But he said he hoped the matter would “be solved by negotiation”.

Moscow’s military action in Georgia and its subsequent recognition of independence of Abkhazia and South Ossetia – Georgia’s two rebel regions – have angered the West.

Moscow has defended its actions, saying they prevented a “genocide” in South Ossetia.

However, after the inflammatory rhetoric Russia now appears to have decided it is time for a bit of diplomacy, the BBC’s Rupert Wingfield-Hayes in Moscow says.

‘Non-existent threats’

During Saturday’s telephone conversation with Mr Brown, President Medvedev said Russia was “in favor of the deployment of additional OSCE [Organization for Security and Co-operation in Europe] monitors in the security zone” in Georgia, the Kremlin statement said.

It said observers in the security zone would provide “impartial monitoring” of Tbilisi’s actions.

Earlier this month, the OSCE decided to increase the number of its military observers by up 100 in Georgia.

Mr Medvedev also said that Russia recognised Georgia’s regions of South Ossetia and Abkhazia because of Tbilisi’s aggression.

He said that the Georgian move “fundamentally altered the conditions in which, during 17 years, attempts were made to settle the relations between South Ossetia, Abkhazia and Georgia,” the statement said.

In a separate development, Russian Foreign Minister Sergei Lavrov spoke to his German counterpart, Frank-Walter Steinmeier.

They both “agreed on the need to put an end to attempts to use the situation surrounding Georgia… to raise tensions in Europe by speculating on non-existent threats concerning other post-Soviet countries,” a Russian foreign ministry statement said.

Ties cut

The conflict in the region began on 7 August when Georgia tried to retake South Ossetia by force after a series of lower-level clashes.

Russia launched a counter-attack and the Georgian troops were ejected from both South Ossetia and Abkhazia. Russian troops continued their operation, advancing deep inside Georgia’s territory.

An EU-brokered ceasefire brought a formal end to the conflict five days later, although each side has accused the other of breaking the agreement.

Russia has since withdrawn the bulk of its force and says the troops left behind are serving as peacekeepers.

Georgia has described them as an occupation force, announcing that it is cutting diplomatic relations with Moscow.

Criticism by the G7 group of nations of Russia’s actions in Georgia is biased and groundless, Russian officials have said.

The G7 was trying to justify Georgian aggression towards the breakaway regions of Abkhazia and South Ossetia, Russia’s Foreign Ministry said.

The G7 had accused Russia of breaking international law by recognising the two provinces as independent.

Russia and Georgia fought a brief war earlier this month over the issue.

The ministry accused the G7 of making “baseless assertions about Russia undermining Georgia’s territorial integrity”.

“This step is biased and is aimed at justifying the aggressive actions of Georgia,” the ministry said.

The new statement comes a day after Russian Prime Minister Vladimir Putin stoked up the war of words with the US.

He told CNN there was a “suspicion” that the Georgian conflict was created by someone in the US in the hope of benefiting one of the candidates in the presidential elections.

The White House dismissed Mr Putin’s assertions as “not rational”.

Meanwhile, officials in the Moscow-backed South Ossetian government have been quoted as saying Russia intends to absorb the breakaway province within “several years”.

Parliamentary speaker Znaur Gassiyev said the move had been agreed at high-level talks in Moscow earlier this week, the Associated Press reported.

The Kremlin has not yet commented on the claims.

Russian Prime Minister Vladimir Putin has accused the US of provoking the conflict in Georgia, possibly for domestic election purposes.

Mr Putin told CNN US citizens were “in the area” during the conflict over South Ossetia and were “taking direct orders from their leaders”.

He said his defense officials had told him the provocation was to benefit one of the US presidential candidates.

The White House dismissed the allegations as “not rational”.

Georgia tried to retake the Russian-backed separatist region of South Ossetia this month by force after a series of clashes.

Russian forces subsequently launched a counter-attack and the conflict ended with the ejection of Georgian troops from both South Ossetia and another rebel region, Abkhazia, and an EU-brokered ceasefire.

“Why… seek a difficult compromise solution in the peacekeeping process? It is easier to arm one of the sides and provoke it into killing another side. And the job is done.

“The suspicion arises that someone in the United States especially created this conflict with the aim of making the situation more tense and creating a competitive advantage for one of the candidates fighting for the post of US president.”

Diplomatic wrangling over Russia’s actions in Georgia continued on Thursday with the Georgian parliament urging its government to cut diplomatic ties with Moscow.

Earlier, French Foreign Minister Bernard Kouchner suggested some EU countries were considering sanctions against Russia.

Mr Kouchner insisted France had made no proposals for sanctions itself but, as current president of the EU, would aim to get consensus among all 27 countries of the bloc if sanctions were envisaged.

France has called an emergency EU summit on Monday to reassess relations with Russia.

Russian Foreign Minister Sergei Lavrov described talk of sanctions as the working of “a sick imagination”.

Such talk was an emotional response that demonstrated Western confusion over the situation, he said.

The US has said it is now considering scrapping a US-Russia civilian nuclear co-operation pact in response to the conflict.

“I don’t think there’s anything to announce yet, but I know that that is under discussion,” Mr Perino said.

The White House has also announced that up to $5.75m (£3.1m) will be freed to help Georgia meet “unexpected and urgent refugee and migration needs”.

Rocket test

Earlier on Thursday Russia failed to get strong backing from its Asian allies over the Georgia conflict.

The Shanghai Cooperation Organisation (SCO), comprising Russia, China and Central Asian nations, met in Dushanbe, Tajikistan, and spoke of its deep concern.

The group did not follow Russia in recognising the independence of South Ossetia and Abkhazia.

Russian President Dmitry Medvedev insisted he had the backing of the nations over Moscow’s actions.

Amid the rising tension, Russia announced on Thursday it had successfully tested its long-range Topol ballistic missile from a launch site in Kamchatka in the far east of the country.

Russia says the rocket is capable of penetrating the proposed US missile defence.
