Was Armistice flawed?

The armistice deal signed on 11 November 1918 brought yearned-for relief to Western Europe. But the same pact has been blamed for the return to conflict in Europe only 20 years later. Does the deal deserve the criticism, asks Professor Gerard De Groot of the University of St Andrews.

On 27 September 1918, the British Army, reinforced by French, Belgian and Canadian units, attacked the German line in Flanders, Belgium.

Progress was not immediately impressive, but that operation did achieve the symbolically important result of piercing the Hindenburg Line, which was supposed to be impregnable.

For Erich Ludendorff, the German commander, the jig was up. On 1 October, he told his general staff that “final defeat was probably inescapably at hand”. The task now was to avoid ignominious defeat.

The Germans therefore notified US President Woodrow Wilson on 6 October that they were willing to discuss an armistice.

They approached Mr Wilson because they hoped to get a good deal from a leader who seemed humane.

That immediately aroused the suspicions of British Prime Minister David Lloyd George and French President Georges Clemenceau, both of whom were determined to make Germany pay for the suffering the war had caused.

‘Harsh peace’

Keen to get a jump on President Wilson, Mr Clemenceau asked the Supreme Allied Commander Ferdinand Foch to draw up armistice terms.

Mr Foch concocted a set of demands designed to render it impossible for the Germans to resume hostilities.

All captured territory, including German speaking areas of Alsace and Lorraine, would be immediately surrendered. Within four weeks, the Germans would be required to evacuate the right bank of the Rhine to a depth of 10km (six miles), a demand cleverly calculated to leave German units in a disorganized state.

In addition, a vast collection of military hardware (including 5,000 artillery pieces, 25,000 machine guns and 1,700 aircraft) were to be surrendered, plus 5,000 locomotives, 150,000 railway cars and 5,000 lorries.

At sea, Germany would be reduced to a second-rate naval power, surrendering all her submarines and the bulk of her surface fleet.

By the end of October, the British and French had managed to drag the Americans toward their version of reality.

The three powers settled upon terms roughly similar to Mr Foch’s.

In a series of notes, Mr Wilson warned the Germans to expect a harsh peace.

They were to consider themselves militarily defeated, and safeguards would be implemented to insure that hostilities could not be resumed. They should also expect to pay reparations for the costs of the war.

President Wilson further insisted that he would deal only with the elected representatives of the German people, not with the Kaiser.

For Mr Ludendorff, this amounted to unconditional surrender and was therefore unacceptable.

In consequence, he demanded that the German government back away from the armistice.

His sidekick, General Paul von Hindenburg, likewise attested: “Wilson’s answer can only amount to a challenge to continue to resist to the utmost of our capabilities”.

But that rallying cry was shouted into a vacuum.

The German state was in terminal meltdown. Once the possibility of an armistice was raised, there was no further hope of rousing the people to continue the fight.

On 8 November, therefore, a German delegation – headed by Matthias Erzberger – met Mr Foch in a railway carriage outside Compiegne.

The terms sent Mr Erzberger into a state of near paralysis. He nevertheless accepted, and it was agreed that the armistice would take effect at 1100 on 11 November.

Not punished enough?

The armistice terms, and the Versailles settlement that confirmed them, have been blamed for causing World War II.

Because we know that WWII occurred, it is easy to judge in retrospect that the armistice must have been too harsh.

This harshness had dual effect: it encouraged a desire for revenge within Germany and a feeling of contrition within Britain. Thus, when the time came that Germany felt able to reassert herself, the British were disinclined to protest because, for many, its anger seemed warranted.

Another school holds that Germany was not punished enough. According to this thesis, the war ended too soon – Germany’s offer of an armistice should have been refused and its army should have been pushed back across the Rhine in order to give the German people graphic proof of their own defeat.

Those who adhere to this thesis often also argue that the treaty established the principle of war guilt, which encouraged German resentment, but did not sufficiently destroy the German ability to act upon that resentment.

Bearing in mind the way Adolf Hitler manipulated the propaganda value of the “unjust” peace, the argument seems to have some merit.

US ‘isolationism’

But punishment, be it of nations or children, is a blunt tool.

Could Germany’s aggressive power realistically have been destroyed in 1919? And, if that option was indeed possible, would the allies have been prepared to make the sacrifices necessary to realize it?

Which country would have been prepared to forfeit the lives of its citizens in order to make victory more emphatic and peace more severe?

A “fairer” peace seems likewise inconceivable.

“You wish to do justice to the Germans,” Mr Clemenceau once remarked to Mr Wilson. “Do not believe they will ever forgive us; they will merely seek the opportunity for revenge.”

Mr Clemenceau was probably right.

It is difficult to imagine an armistice that would have satisfied the Entente powers and left the Germans feeling fairly treated.

A more liberal treaty might have brought into being a more peaceful, secure Europe, but the populist mood across Europe was not liberal. Equanimity is easy in hindsight, but difficult at a time when the graves of millions were still being dug.

The flaws in the armistice did not alone cause WWII. Germany was able to act upon its resentment because the country that emerged most powerful from the Great War decided subsequently to absent herself from European affairs.

Power implies responsibility, yet the US, in the inter-war period, sought an isolationist haven.

It is by no means clear that greater American involvement in European affairs would have prevented WWII. But it is certain that America’s decision to turn her back on Europe created a power vacuum that Hitler was able to exploit.

Both houses of Russia’s parliament have urged the president to recognise the independence of Georgia’s breakaway regions of Abkhazia and South Ossetia.

The unanimous votes in the Federation Council and State Duma are not binding on President Dmitry Medvedev.

But they could provide Mr Medvedev with bargaining chips in talks with the West, analysts say.

Russia fought a brief war with Georgia this month after Tbilisi tried to retake South Ossetia by military force.

Most of Russian ground forces pulled out of Georgia last Friday, following a French-brokered ceasefire agreement between Moscow and Tbilisi.

But some Russian troops continue to operate near the Black Sea port of Poti, south of Abkhazia, and have established checkpoints around South Ossetia.

On Monday, a senior Russian commander said Russian troops would be carrying out regular inspections of cargo in Poti.

Moscow has defended plans to keep its forces near the port, saying it does not break the terms of the truce.

Russia has also said it will not allow aerial reconnaissance in the buffer zones it had set up.

The US, France and UK say Russia has already failed to comply with the ceasefire terms by creating buffer zones around South Ossetia and Abkhazia.

Both regions have had de facto independence since breaking away in the early 1990s.

While they have enjoyed Russian economic and diplomatic support, and military protection, no foreign state has recognised them as independent states.

Since the fighting over South Ossetia ended nearly two weeks ago with the ejection of Georgian forces from both provinces, the Russian military has established controversial buffer zones along their administrative borders with Georgia proper.

‘Hitler’ comparison

The upper house, Federation Council, voted 130-0 to call on President Medvedev to support the independence of Abkhazia and South Ossetia.

The lower house, the State Duma, approved the same resolution in a 447-0 vote shortly afterwards.

The Federation Council speaker, Sergei Mironov, said both Abkhazia and South Ossetia had all the necessary attributes of independent states.

During the debate in the two chambers, several speakers compared Georgia’s military action in South Ossetia with Hitler’s Second World War invasion of the Soviet Union.

Both Abkhaz leader Sergei Bagapsh and his South Ossetian counterpart, Eduard Kokoity, addressed the Russian lawmakers before the votes, urging them to recognise the independence of the two regions.

“It’s a historic day for Abkhazia… and South Ossetia,” UK said, adding that Abkhazia would never again be part of Georgia.

Mr Kokoity thanked Russia for supporting South Ossetia during the conflict with Georgia, describing President Medvedev’s move to deploy troops as “a courageous, timely and correct” decision.

He said that South Ossetia and Abkhazia had more rights to become recognised nations than Kosovo, which declared independence from Serbia earlier this year with support from the US and much of the European Union.

Both houses of the Russian parliament are dominated by allies of President Medvedev and his Prime Minister, Vladimir Putin.

The lawmakers interrupted their summer holidays for extraordinary sittings, formally called at the request of separatist leaders in the two Georgian provinces.

Thousands of people attended pro-independence rallies in the Abkhaz capital Sukhumi and war-ravaged South Ossetian capital Tskhinvali on Thursday.

Kosovo or Northern Cyprus?

While both provinces have been pushing for formal independence since the break-up of the Soviet Union in the 1990s, Russia’s official line at least until now has been similar to that of the West, the BBC’s Humphrey Hawksley reports from Moscow.

But in March the State Duma passed a resolution supporting independence should Georgia invade or rush to join Nato.

After Monday’s votes, the bill will be sent to the Kremlin for approval.

Analysts say the Kremlin might delay its decision while it carries out wider negotiations with the West on the crisis, says our correspondent.

If it backs the move, the two regions could apply to the United Nations for recognition, which would almost certainly be vetoed in the Security Council.

They could also ask for support from Russia’s allies from as far afield as Venezuela and Cuba, our correspondent notes.

Analysts say the two new aspirant nations could end up like Kosovo and be accepted by a substantial number of governments.

Alternatively, they could become largely isolated and recognised only by Russia, in the same way that Northern Cyprus is recognised only by Turkey.

Much of it would depend on the measure of Russia’s international influence, our correspondent adds.

Israel mulls military option for Iran nukes

JERUSALEM – Israel is building up its strike capabilities amid growing anxiety over Iran‘s nuclear ambitions and appears confident that a military attack would cripple Tehran’s atomic program, even if it can’t destroy it.

Such talk could be more threat than reality. However, Iran’s refusal to accept Western conditions is worrying Israel as is the perception that Washington now prefers diplomacy over confrontation with Tehran.

The Jewish state has purchased 90 F-16I fighter planes that can carry enough fuel to reach Iran, and will receive 11 more by the end of next year. It has bought two new Dolphin submarines from Germany reportedly capable of firing nuclear-armed warheads — in addition to the three it already has.

And this summer it carried out air maneuvers in the Mediterranean that touched off an international debate over whether they were a “dress rehearsal” for an imminent attack, a stern warning to Iran or a just a way to get allies to step up the pressure on Tehran to stop building nukes.

According to foreign media reports, Israeli intelligence is active inside Iranian territory. Israel’s military censor, who can impose a range of legal sanctions against journalists operating in the country, does not permit publication of details of such information in news reports written from Israel.

The issue of Iran’s nuclear program took on new urgency this week after U.S. officials rejected Tehran’s response to an incentives package aimed at getting it to stop sensitive nuclear activity — setting the stage for a fourth round of international sanctions against the country.

Israel, itself an undeclared nuclear power, sees an atomic bomb in Iranian hands as a direct threat to its existence.

Israel believes Tehran will have enriched enough uranium for a nuclear bomb by next year or 2010 at the latest. The United States has trimmed its estimate that Iran is several years or as much as a decade away from being able to field a bomb, but has not been precise about a timetable. In general U.S. officials think Iran isn’t as close to a bomb as Israel claims, but are concerned that Iran is working faster than anticipated to add centrifuges, the workhorses of uranium enrichment.

“If Israeli, U.S., or European intelligence gets proof that Iran has succeeded in developing nuclear weapons technology, then Israel will respond in a manner reflecting the existential threat posed by such a weapon,” said Israeli Deputy Prime Minister Shaul Mofaz, speaking at a policy forum in Washington last week.

“Israel takes (Iranian President) Mahmoud Ahmadinejad’s statements regarding its destruction seriously. Israel cannot risk another Holocaust,” Mofaz said.

The Iranian leader has in the past called for Israel’s elimination, though his exact remarks have been disputed. Some translators say he called for Israel to be “wiped off the map,” while others say a better translation would be “vanish from the pages of time” — implying Israel would disappear on its own rather than be destroyed.

Iran insists its uranium enrichment is meant only for electricity generation, not a bomb — an assertion that most Western nations see as disingenuous.

Israeli policymakers and experts have been debating for quite some time whether it would even be possible for Israel to take out Iran’s nuclear program. The mission would be far more complicated than a 1981 Israeli raid that destroyed Iraq’s partially built Osirak nuclear reactor, or an Israeli raid last year on what U.S. intelligence officials said was another unfinished nuclear facility in Syria.

In Iran, multiple atomic installations are scattered throughout the country, some underground or bored into mountains — unlike the Iraqi and Syrian installations, which were single aboveground complexes.

Still, the Syria action seemed to indicate that Israel would also be willing to use force preemptively against Iran.

“For Israel this is not a target that cannot be achieved,” said Maj. Gen. Aharon Zeevi-Farkash, former head of Israel’s army intelligence.

However, it’s unlikely Israel would carry out an attack without approval from the United States.

Recent signs that Washington may be moving away from a military option — including a proposal to open a low-level U.S. diplomatic office in Tehran and a recent decision to allow a senior U.S. diplomat to participate alongside Iran in international talks in Geneva — are not sitting very well with Israel.

That may help explain recent visits to Jerusalem by Mike McConnell, the U.S. director of national intelligence, and Adm. Michael Mullen, chairman of the Joint Chiefs of Staff, each of whom delivered a message to Israel that it does not have a green light to attack Iran at this time.

Senior Israeli officials, speaking on condition of anonymity because they do not wish to appear at odds with their most important ally, said they were concerned about a possible softening of the U.S. stance toward Iran.

Apparently to allay Israeli concerns, Bush administration officials last week assured visiting Israeli Defense Minister Ehud Barak that the U.S. has not ruled out the possibility of a military strike on Iran. And the U.S., aware of Israel’s high anxiety over Iran’s nukes, is also hooking Israel up to an advanced missile detection system known as X-Band to guard against any future attack by Iran, said a senior U.S. defense official, who spoke on condition of anonymity because the discussions over the issue have not been made public.

With sanctions and diplomacy still the international community’s preferred method to get Iran to stop building the bomb, an Israeli strike does not appear imminent.

If it did attack, however, Israel would have to contend with upgraded Iranian defense capabilities, including 29 new Tor-M1 surface-to-air missile systems Iran purchased from Russia last year in a $700 million deal.

Russia has so far not gone through with a proposed sale to Iran of S-300 surface-to-air missiles, an even more powerful air defense system than the Tor-M1. An Israeli defense official said the deal is still on the table, however. This is a big source of consternation for Israel because the system could significantly complicate a pre-emptive Israeli assault on Iran.

Military experts say an Israeli strike would require manned aircraft to bombard multiple targets and heavy precision bombs that can blast through underground bunkers — something Israel failed to do in its 2006 war against Hezbollah. It’s widely assumed that Israel is seeking to obtain bunker buster bombs, if it hasn’t already done so.

Elite ground troops could also be necessary to penetrate the most difficult sites, though Israeli military planners say they see that option as perhaps too risky.

America’s ability to take out Iran’s nuclear facilities is far superior to Israel’s.

Unlike Israel, the United States has cruise missiles that can deliver high-explosive bombs to precise locations and B-2 bombers capable of dropping 85 500-pound bombs in a single run.

Yet the cost of an attack — by the U.S., Israel or both — is likely to be enormous.

Iran could halt oil production and shut down tanker traffic in the strategic Strait of Hormuz, which could send the price of crude skyrocketing and wreck Western economies.

It could stir up trouble for the U.S. in Iraq by revving up Shiite militias there just as Washington is showing some important gains in reining in Iraqi chaos.

It could activate its militant proxies in both Lebanon and the Gaza Strip, from where Israel could come under heavy rocket attack. And it could strike Israel with its arsenal of Shahab-3 long-range missiles — something Israel is hoping to guard against through its Arrow missile defense system.

Perhaps most importantly, any strike on Iran — especially if it’s done without having exhausted all diplomatic channels — could have the opposite of the desired effect, “actually increasing the nationalist fervor to build a nuclear weapon,” said Meir Javedanfar, an Iranian-born Israeli and expert on Iranian affairs.

Whether an attack on Iran would be worth its cost would depend on how long the nuclear program could be delayed, said Chuck Freilich, a former Israeli deputy national security adviser and now a senior fellow at the Harvard Kennedy School.

“A two, three-year delay is not worth it. For a five to 10-year delay I would say yes,” he said.

British scientists say they have drawn up the first detailed map to show areas in the Arctic that could become embroiled in future border disputes.

A team from Durham University compiled the outline of potential hotspots by basing the design on historical and ongoing arguments over ownership.

Russian scientists caused outrage last year when they planted their national flag on the seabed at the North Pole.

The UK researchers hope the map will inform politicians and policy makers.

“Its primary purpose is to inform discussions and debates because, frankly, there has been a lot of rubbish about who can claim (sovereignty) over what,” explained Martin Pratt, director of the university’s International Boundaries Research Unit (IBRU).

“To be honest, most of the other maps that I have seen in the media have been very simple,” he added.

“We have attempted to show all known claims; agreed boundaries and one thing that has not appeared on any other maps, which is the number of areas that could be claimed by Canada, Denmark and the US.”

The team used specialist software to construct the nations’ boundaries, and identify what areas could be the source of future disputes.

“All coastal states have rights over the resources up to 200 nautical miles from their coastline,” Mr Pratt said. “So, we used specialist geographical software to ‘buffer’ the claims out accurately.”

The researchers also took into account the fact that some nations were able to extend their claims to 350 nautical miles as a result of their landmasses extending into the sea.

Back on the agenda

The issue of defining national boundaries in the Arctic was brought into sharp relief last summer when a team of Russian explorers used their submarine to plant their country’s flag on the seabed at the North Pole.

A number of politicians from the nations with borders within the Arctic, including Canada’s foreign minister, saw it as Moscow furthering its claim to territory within the region.

Mr Pratt said a number of factors were driving territorial claims back on to the political agenda.

“Energy security is driving interest, as is the fact that Arctic ice is melting more and more during the summer,” he told BBC News. “This is allowing greater exploration of the Arctic seabed.”

Data released by the US Geological Survey last month showed that the frozen region contained an estimated 90 billion barrels of untapped oil.

Mr Pratt added that the nations surrounding the Arctic also only had a limited amount of time to outline their claims.

“If they don’t define it within the timeframe set out by the UN Convention on the Law of the Sea, then it becomes part of what is known as ‘The Area’, which is administered by the International Seabed Authority on behalf of humanity as a whole.”
