Sink or swim in modern China

Chris Hogg heads to the small Chinese village of Zhushanxia, 200km from Shanghai, to see how lives have been shaped by the economy under communist rule, the recession and the country’s economic recovery.

Huang Jiao Ling lives at the end of a long dusty road.

Mobile phone numbers are daubed all over the walls of her home and those of her neighbours.

It is like a strange kind of mathematical graffiti, but the numbers are, in fact, advertisements for people offering goods and services.

In modern China, it seems everyone has something to sell.

Huang Jiao Ling, too, is an entrepreneur. She is in her 50s, but she looks younger.

In her front garden, where others might have planted vegetables, she has built a small workshop.

Inside, the walls are unfinished and the floor uneven, but there is just about enough room for a work-bench and a handful of basic machine tools.

Churning out widgets

On the floor are cardboard boxes filled with piles of tiny metal widgets.

They are simple to make – her husband sits at the bench turning them out rapidly by hand.

A few feet away, his bicycle-taxi is parked just inside the front door of the house.

The machine work is a lot less tiring than pedalling passengers around, but he still keeps the bike.

It is useful, he says, to supplement their income in leaner times.

The Huangs sell the boxes of widgets to the factory where Huang Jiao Ling has a full-time job.

For a while this year they had to shut the workshop as demand dropped, but now the machines are humming again.

They have two children, because if you live in the country and your first child is a girl, you are allowed to have another one.

The girls go to very good schools, the best Huang Jiao Ling can afford.

She spends more than half her income on school fees.

“We have to think of their future,” she tells me.

“It’s a Chinese tradition. Parents always think of their children, and when the parents get old, their children will look after them. It’s the same for every generation.”

She is doing well for herself in China’s new modern market economy, but he has been left behind.

He used to work in a state-owned brick factory.

Different lifestyles

When the economic reforms began 30 years ago he watched as some of his co-workers left their jobs to start up their own small businesses, many of them selling prawns or fish by the side of the road.

He decided to do what he thought was the right thing, what the communist party would expect of a loyal worker in a state-owned enterprise – he stayed.

Eventually, the brick factory went bust and he was out of a job.

Now, dressed in a shabby khaki jacket, he works as a security guard in an open-air food market.

Those early entrepreneurs who had left his factory to try their luck in the fledgling market economy are now much richer than him and to his family this seems unfair.

“Thirty years ago everyone in the village was poor,” his son tells me.

“Now the difference in lifestyle between the rich and the poor in our village is huge.”

There is an implicit bargain in modern Chinese society between the leaders and the led.

Beijing tells its people “we will give you opportunities” – to earn more, to enjoy a better standard of living than your parents did.

But you, in return, will behave yourself.

Back on track

In Zhushanxia village quite a few cars can be seen bumping along past the fields, something you would not have seen 30 years ago.

If you have got used to having more, whether it’s a car, or a bigger house, or a more expensive school for your child, you have more to lose when times get tough.

That is why it is so important for the government to get the economy back on track.

When it first faltered, when factories started laying off workers, there was a risk that they would start to feel the government was no longer keeping to its side of the deal, so why should they?

So in Beijing, of course, there will be relief that a recovery appears to be under way.

But the next challenge for the government will be to do more to try to ensure that everyone shares the benefits.

Huang Jiao Ling is happy her workshop is busy again, but still nervous about the future.

So she, like most other Chinese, is saving as much of her income as she can.

Her brother-in-law Yu Feng Guo, has no idea how he will be able to save enough to secure a state pension on his meagre wages from his unstable job.

He and others like him will be looking to their leaders for reassurance that they will be cared for as they approach old age.

But that will costly and complicated. Fixing the economy may prove to have been the easy part.

Scientists say an understanding of how the Twin Towers collapsed will help them develop the materials needed to build fusion reactors.

New research shows how steel will fail at high temperatures because of the magnetic properties of the metal.

The New York buildings fell when their steel backbones lost strength in the fires that followed the plane impacts.

Dr Sergei Dudarev told the British Association Science Festival that improved steels were now being sought.

The principal scientist at the United Kingdom Atomic Energy Authority (UKAEA) said one of the first applications for these better performing metals would be in the wall linings of fusion reactors where temperatures would be in a similar range to those experienced in the Twin Towers’ fires.

‘Not melting’

The key advance is the understanding that, at high temperatures, tiny irregularities in a steel’s structure can disrupt its internal magnetic fields, making the rigid metal soft.

“Steels melt at about 1,150C (2,102F), but lose strength at much lower temperatures,” explained Dr Sergei Dudarev, principal scientist at the United Kingdom Atomic Energy Authority (UKAEA).

At room temperature, the magnetic fields between iron atoms remain regular, but when heated, these fields are altered allowing the atoms to slide past each other, weakening the steel.

“[The steel] becomes very soft. It is not melting but the effect is the same,” said Dr Dudarev.

He said blacksmiths had exploited this property for hundreds of years – it allows iron to become pliable at temperatures much lower than its melting point.

The peak in this pliability is at 911.5C, but begins at much lower temperatures, at around 500C (932F) – a temperature often reached during building fires.

The steel backbone of the Twin Towers was probably exposed to temperatures close to this, when insulating panels – meant to protect the buildings’ structural frame – were dislodged by the impacts of the hijacked planes.

The roaring fire mid-way up the building heated the steel struts, and once temperatures rose above 500C the structure became elastic, and collapsed under the force of the floors above.

Tuning up

The interest of Dr Dudarev and the UKAEA is to find steels that can withstand the intense heat of being inside a a fusion reactor.

UKAEA has helped pioneer fusion power – deriving energy by forcing together atomic nuclei – at Europe’s JET lab in Oxfordshire; and is now assisting the development work on the world first large-scale experimental reactor known as Iter.

The extended periods over which Iter will run means the reactor must have robust materials built into the vessel where the fusion reactions will occur.

Dr Dudarev said it should be possible to tune the properties of suitable new steels by adding a mix of other elements.

“We need to look at the magnetic properties of steel, [and] vary their chemical composition in a systematic way in order to get rid of this behaviour,” he suggests.

As Russia and the West warn of a new Cold War after the Georgian conflict, the BBC’s Humphrey Hawksley in Moscow tries to imagine what it would look like.

Evgenia Evlenteva strode past a row of old radiation suits hanging on pegs like raincoats.

With a bounce in her step and a torch stuck into her jeans back pocket, she asked: “Right, it’s more than 60 metres (200ft) deep so do you want to take the stairs or the lift?

“Oh and by the way, the door weighs three tonnes. It’s made of lead and metal, and it still works.”

She jabbed a button and, with a groan and a creak, a huge slab slid back and let us into one of Moscow’s key Cold War nuclear bunkers.

It was decked out with its own air, water and food supplies for 2,500 people, should the city have come under nuclear attack.

With Russia and the West now exchanging accusations about starting a new Cold War, it seemed a good place to go, once hidden in a leafy street near the Moscow River and just off Taganskaya Square, where it linked up to the Metro station so the top brass and supplies could get in there.

International crisis

I found out later that, at the same time as our small tour group was taking the stairs down, Russia was testing an intercontinental ballistic missile from its recently modernized Topol system, more than capable of reaching Washington.

Over the past couple of weeks, each day it has seemed either Russia or the West was ratcheting up the stakes, as if both sides were relieved to get away from the insoluble nihilism of Islamist terror and work on something that they could get their teeth into.

Russia spoke of tensions resembling the eve of World War I. Britain’s Foreign Secretary David Miliband said that this international crisis marked a clear end to the relative calm enjoyed by Europe since the Cold War finished.

But it has been difficult to reconcile this exchange of apprehensions with snapshots here, where the bus stops are decorated with posters for the new Batman movie, hoardings advertise global brand-name products and you sweep out of a ring-road tunnel towards a skyline of cranes putting up new high-rise office blocks to keep up with Russia’s high economic growth.

No longer isolated

From the mobile phones, to the makes of cars, to the news-stand Russian editions of the celebrity magazine Hello!, it is pretty impossible to envisage how a new Cold War would actually work.

Boeing, for example, has a huge factory outside Moscow. Russia’s Gazprom, the conglomerate much feared for its ability to turn on and off Europe’s gas supplies, is one of the biggest companies listed on international stock exchanges.

And would some Western package of punitive sanctions mean that the Russian billionaire Roman Abramovich would have to sell Chelsea Football Club?

In the last Cold War, Russians were seen as isolated behind their Iron Curtain, with their own ropey technology and a grim-faced population oppressed by secretive monosyllabic leaders.

Now you can barely stop them talking, as they ferry between 24-hour news channel chat shows.

As we finished our climb down the stairs, Evgenia snapped on the lights to the bunker.

It was a complex network of narrow tunnels that broke out into vast, high-ceilinged chambers with the sides curved cylindrically like the hull of a ship, made of reinforced lead and concrete.

The museum had put in telex machines, old telephones, maps and wooden desks to show what it had looked like.

Present-day thinking

Evgenia ushered us into a lecture hall for a video briefing, where I got perhaps a glimpse of Russia’s present-day thinking.

Black and white film drawn from once-classified Soviet archives began by naming America as the only nation that had ever used a nuclear weapon in conflict, and telling how the Soviet Union was forced to catch up to protect what it called its “sphere of influence”.

The 1962 Cuban missile conflict was a brilliant piece of brinkmanship that re-defined Russia’s global power.

The collapse of the Soviet Union was a tragedy. The motif of the film was nuclear tests, exploding into bigger and bigger mushroom clouds, both Russian and American.

“So,” I asked Evgenia, when it is finished, “will you be re-opening this bunker for the new Cold War?”

She pushed back her dark hair and creased her brow in confusion. She would have only been a child when the last one ended.

“No, why?” she said. “Who wants that? What family wants that – that you could be blown up at any moment? Why would anyone want to go there again?”

Then, as we set off towards the next tunnel, Evgenia came up to me and said:

“But it’s no longer safe down here from a nuclear attack, you know. The bombs are too big now. It’s not deep enough.

“We have new bunkers in Moscow, though. Maybe 100 metres deep, I don’t know.

They’re still secret and I’m not allowed to go there.”
