Troops confront Mumbai attackers

Employees and guests of the Taj Mahal Palace hotel are rescued by fire crews

Indian security forces have been exchanging fire with gunmen holding dozens of hostages in two luxury hotels in the Indian city of Mumbai (Bombay).

Troops surrounded the premises shortly after armed men carried out a series of co-ordinated attacks across the city, killing 101 people and injuring 287.

The hotels were among several locations in the main tourist and business district targeted late on Wednesday.

Police say four suspected terrorists have been killed and nine arrested.

The situation is still volatile in two of the most high-profile targets of Wednesday’s attacks – the Taj Mahal Palace and Oberoi Trident hotels, where armed men are believed to be holding about 40 hostages.

Flames and black smoke billow from the Taj Mahal Palace hotel, Mumbai

There are reports of intermittent exchange of fire between security forces and the armed attackers barricaded inside both hotels.

Correspondents say security personnel have so far not stormed the premises perhaps for fear of endangering the lives of hostages, some of whom could be Westerners.

There are also unconfirmed reports that five gunmen have taken hostages in an office block in the financial district of Mumbai.

The city’s main commuter train station, a hospital, and a restaurant were among at least seven locations caught up in the violence.

In other developments:

• Fire crews evacuate people from the upper floors of the Taj Mahal Palace, where police say a grenade attack caused a blaze

• Israel says it is concerned for the safety of its citizens in Mumbai, as a rabbi and his family are feared captured by gunmen

• The head of Mumbai’s anti-terrorism unit and two other senior officers are among those killed, officials say

• The White House holds a meeting of top intelligence and counter-terrorism officials, and pledges to help the Indian government

• Trading on India’s Bombay Stock Exchange and National Stock Exchange markets will remain closed on Thursday, officials say.

Gunmen opened fire at about 2300 local time (1730 GMT) on Wednesday at the sites in southern Mumbai.

“The terrorists have used automatic weapons and in some places grenades have been lobbed,” said AN Roy, police commissioner of Maharashtra state.

Local TV images showed blood-splattered streets, and bodies being taken into ambulances.

One eyewitness told the BBC he had seen a gunman opening fire in the Taj Mahal’s lobby.

“We all moved through the lobby in the opposite direction and another gunman then appeared towards where we were moving and he started firing immediately in our direction.”

One British tourist said she spent six hours barricaded in the Oberoi hotel.

“There were about 20 or 30 people in each room. The doors were locked very quickly, the lights turned off, and everybody just lay very still on the floor,” she said.

Eyewitness reports suggest the attackers singled out British and American passport holders.

If the reports are true, our security correspondent says it implies an Islamist motive – attacks inspired or co-ordinated by al-Qaeda.

A claim of responsibility has been made by a previously unknown group calling itself the Deccan Mujahideen.

Our correspondent says it could be a hoax or assumed name for another group.

There has been a wave of bombings in Indian cities in recent months which has left scores of people dead.

The timing and symbolism of the latest attacks could not have been worse.

By choosing to target the richest district of India’s financial capital in such a brazen and effective manner, he says those behind the attacks have perhaps dealt the severest blow to date to the morale and self esteem of the Indian authorities.

The attacks have come amidst elections in several Indian states and exposes the governing coalition to the charge that it has failed to combat terror, our correspondent says.

Bangkok protesters fire on rivals

Bangkok protesters fire on rivals

Thai anti-government protesters have opened fire on government supporters during clashes in Bangkok which left at least 11 people injured, officials say.

The incident came after the People’s Alliance for Democracy blocked the road to the city’s old airport in a renewed attempt to unseat the government.

The PAD said on Sunday it had begun a “final battle” to achieve the goal.

Meanwhile, PAD supporters have stormed Bangkok’s main international airport, leading it to suspend outgoing flights.

Witnesses said hundreds of yellow-shirted members of the group managed to break through police lines and enter the main terminal of Suvarnabhumi airport, to the bewilderment of passengers.

Anyone who wants to overthrow or resist the government is attempting a rebellion
Prime Minister Somchai Wongsawat

The airport’s manager, Serirat Prasutanon, said the authorities had tried to negotiate with the protesters, “but to no avail”.

“For the safety of passengers, we have to stop flights out of the airport temporarily until the situation returns to normal,” he told the Associated Press.

Exactly what the protesters hope to do there is not clear, the BBC’s Jonathan Head in Bangkok says, but they may be hoping to prevent Prime Minister Somchai Wongsawat from returning from the Apec summit in Peru on Wednesday.

Mr Somchai told reporters in Lima: “Anyone who wants to overthrow or resist the government is attempting a rebellion.”

‘Final battle’

Earlier, Thai TPBS television broadcast pictures of the violence on the main road to the capital’s old airport. The footage showed shots being fired from a truck into crowds after rocks were thrown.

Thousands of people are taking part in anti-government protests

At least two handguns could be seen and people standing with the gunmen raised up a picture of the revered Thai king, whom the PAD claim to be supporting.

Protesters could be seen running across the empty multi-lane road and setting fire to a motorbike.

A man was also seized by pro-government supporters and what appeared to be a large knife was held to his throat.

TPBS said its cameraman had been threatened at the scene and that PAD personnel attempted to seize his tape.

On Monday, PAD protesters converged on Bangkok’s old Don Muang international airport, from where the cabinet has been operating since its offices were occupied three months ago.

Organisers say the protest is a “final battle” to bring down the government.

Our correspondent says the government appears to have followed a strategy of allowing PAD to attack government buildings while avoiding clashes, in the hope that it will wear the protesters down.

The government has so far resisted calling in the army. Analysts says it is a thinly disguised aim of the PAD to provoke such a move.

The PAD are determined to create drama but many ordinary Thais are sick of the unrest and the protesters appear to be losing steam, says our correspondent.

US Fed unveils new $800bn rescue

US Fed unveils new $800bn rescue

A US home that has been repossessed

The Fed’s aim is to prevent a deep economic slump

The Federal Reserve is to pump $800bn (£526.8bn) into the markets in another bid to deal with the financial crisis.

The US central bank said it would use $600bn to buy-up mortgage-backed securities to help encourage lending.

Separately the Fed also unveiled a $200bn plan to help unfreeze the consumer credit market.

As the credit crisis has deepened, banks and other financial institutions have been reluctant to lend, deepening the economic slowdown.

Under this new rescue plan – which is in addition to the already-announced $700bn bank bail-out – the Fed is to buy up to $100bn in debt from the troubled mortgage giants Fannie Mae and Freddie Mac.

The central bank said it would also buy another $500bn in mortgage-backed securities – pools of mortgages that are bundled together and sold to investors.

New bail-out

The $600bn effort on mortgages came as the Fed also unveiled a separate program to help unfreeze the consumer debt market.

The central bank said it would lend up to $200bn to the holders of securities backed by various types of consumer loans, such as credit cards and student loans.

The Fed said that the $600 billion effort to support the mortgage market was being taken to reduce the cost of home mortgages and increase their availability.

It said the purchases of the mortgages and mortgage-backed securities would take place over a number of months.

The severe financial crisis that is rocking global markets at the moment began more than a year ago with rising defaults on subprime mortgages, loans provided to borrowers with weak credit histories.

‘Unblocking credit’

Recently, Treasury secretary Henry Paulson had indicated that the government was working on this new program, which will be supported by $20bn of credit protection provided by the existing $700bn bank bail-out fund.

The news of this latest massive financial rescue plan was generally welcomed.

“They are getting to the heart of the problem, it’s clean, it’s quick, it’s direct. It’s a good way to bring down mortgage rates, because at the end of the day they have to stabilise the housing market,” said Todd Abraham of Federated Investors, Pittsburgh.

Robert Macintosh, chief economist with Eaton Vance, Boston, said: “If they can pull it off it’ll make some people happy, but I don’t know how effective it’ll actually be.”

Scott Brown, chief economist at Raymond James Associates, Florida, said: “Here is the Fed taking a bunch of debt out of the market, which doesn’t hurt. I think it should it should help unblock the credit markets.”

Fatal blast hits Bangkok protest

Fatal blast hits Bangkok protest

Protesters react after the explosion in Bangkok, Thailand, 20 November 2008

The pre-dawn blast rocked an area where demonstrators had set up camp

An explosion in Bangkok has killed at least one anti-government protester and wounded more than 20.

The pre-dawn blast rocked an area where demonstrators had set up camp in the city’s Government House compound.

Protesters from the People’s Alliance for Democracy (PAD) group have occupied the area since late August.

They are demanding the resignation of Prime Minister Somchai Wongsawat’s government, saying it is too close to ousted former PM Thaksin Shinawatra.

The demonstrators said a grenade had exploded near the main stage of their protest site at about 0330 (2030 GMT Wednesday).

The protests have seen some of the worst street violence since pro-democracy activists challenged Thailand’s army in 1992.

Abuse of power?

The PAD has proved a remarkably resilient movement, forcing the resignation of a prime minister and two cabinet ministers, and nearly provoking a military coup.

Anti-government rally in Bangkok on 30/10/08

Anti-government rallies have been held in Bangkok for months

While the protesters have been targeted by small bomb attacks in recent weeks, the latest explosion could herald the start of more aggressive efforts to dislodge them, our correspondent adds.

An alliance of conservative and staunchly royalist academics, activists and business people, the PAD accuses Mr Somchai and his recently-ousted predecessor, Samak Sundaravej, of simply being proxies for Thaksin.

The PAD wants to replace Thailand’s one-man, one-vote system with one in which some representatives are chosen by professions and social groups rather than the general electorate.

Thaksin, Mr Somchai’s brother-in-law, was forced from office in a military coup in 2006 and remains in exile overseas.

The new government says it wants to start negotiations with the PAD. But it is also pushing ahead with controversial plans to amend the constitution – a key grievance of the protesters who see it as part of a plan to rehabilitate Thaksin.

It accuses him of corruption and abuse of power while he was in office, and has suggested he and his allies have a hidden republican agenda – a serious charge at a time when the country is beset by anxiety over the future of the monarchy.

Thaksin was last month convicted in absentia of violating conflict of interest rules, and still faces several other charges.

Asia markets follow US share drop

Asia markets follow US share drop

Man walking past share board

Concerns are increasing over the scale of the slowdown

Asian markets have plummeted after the Dow Jones share index in New York fell to its lowest level in five years, amid fears of a protracted global recession.

Japan’s Nikkei index ended 6.8% down and Hong Kong’s main index fell 5.5%.

Data showing Japan’s exports to Asia dropped in October for the first time since 2002 added to fears over the scale of the economic downturn.

On Wednesday, Wall Street shares fell 5% after the US central bank slashed its economic growth forecasts for 2009.

‘No positives’

Japan and other Asian nations are heavily reliant on exports.

Sales to other Asia nations have helped to limit the impact for Japanese exporting firms suffering from lower demand from the US and Europe.

But exports to Asia fell 4% last month from a year earlier, showing the extent of the global slowdown.

Several East Asian countries – including Japan, Singapore and Hong Kong – are already in recession and the thought that the US may be about to join them has been enough to send shares tumbling across the region.

Man walks past an electronic share price board in Toyko, Japan, 20 November 2008

Share prices in Tokyo and elsewhere slumped

Bad news from the US worries Japanese firms like Toyota and Nintendo which usually depend on American consumers to make a lot of their profit, our correspondent adds.

“We’ve gone past the poor sentiment stage,” Miles Remington, head of Asian sales trading at BNP Paribas Securities in Hong Kong, told the Associated Press news agency.

“People are looking for any kind of positive and there are just no positives out there. Everyone seems to be united in the depressed global outlook. Whether it’s commodities or equities, everything seems to be on a downturn.”

US slowdown

On Wednesday, the US Federal Reserve said the country’s gross domestic product – the value of all goods and services – could be flat or grow only marginally this year, and might shrink in 2009.

It said positive economic growth was only likely to return in 2010 and predicted further interest rate cuts might be necessary.

Month-on-month US consumer prices fell by 1% in October – the biggest drop in 60 years – which has reinforced fears of rapid slowdown.

Car problems

Carmakers were among the biggest fallers as the Dow Jones average closed down 427 points at 7,997 on Wednesday – dropping below the 8,000-level for the first time since 2003.

GM shares were down 15% at a 66-year low, while rival Ford slumped to a 26-year low.

Prospects for an industry bail-out remain uncertain and politicians have been arguing over a compromise deal.

Chief executives from General Motors, Ford and Chrysler say the firms could collapse unless they receive aid fast – which could lead to millions of job losses across the US.

But the automakers have faced fierce questions on Capitol Hill about their request for a $25bn (£16.6bn) bail-out deal.

Investors are concerned about how a possible bankruptcy among US carmakers could further hurt an already fragile economy.
